The importance of maintaining good order in the churches of southern Gaul is a matter that concerns both your fraternities and the apostolic see. I write to you jointly because the matters at hand touch both your jurisdictions, and because your cooperation with each other and with Rome is essential.
The canons of the church establish clear procedures for the resolution of disputes and the governance of episcopal sees. I ask you both to ensure that these procedures are followed in your provinces — not merely the letter of the law but its spirit, which is to say: the actual promotion of justice, the protection of the weak, and the maintenance of proper order in the church.
When matters arise that require my attention, bring them to me clearly and promptly. When you can resolve them yourselves according to established procedures, do so. The apostolic see is always here; but the church is also served by bishops who exercise their own authority responsibly.
