Brother John, I must return to the matter of Bishop Paulus of Doclea, whose situation has not improved. The specific wrongdoing I have described remains unaddressed, and the remedies I prescribed have not been applied. I renew my direction: convene a proper canonical inquiry under your supervision, give Paulus a full opportunity to respond to the charges, and impose the appropriate penalties if they are proven. I do not ask for speed at the expense of fairness, but I will no longer accept indefinite postponement as an acceptable response.
