Trajan to Pliny. I do not see any other remedy, my dear Pliny, than the lowering of the rate of interest, which would facilitate the investment of the public moneys. You must fix the rate according to the number of those likely to borrow. But if people are averse to borrowing, it would not be in consonance with the justice of our reign to force a loan upon them, as possibly they too would find no investment for it.
