The matter of those who received rebaptism under pressure — who were baptized a second time after their original Catholic baptism by those who held that the Catholic baptism was invalid — and who later repented of this and wished to return to Catholic communion, has been before the apostolic see for consideration.

The determination: those who received rebaptism under duress, and who have since repented and wish to return to Catholic communion, are to be received. The conditions of their reception are a matter of pastoral discernment, taking into account the circumstances of the original pressure and the sincerity of the subsequent repentance. The bishop responsible for the community in which such a person seeks readmission is empowered to make this determination within the guidelines established by the relevant councils.

Those who received rebaptism voluntarily and who have subsequently repented are a more complex case; each such case is to be referred to the metropolitan for determination.

The fundamental principle: repentance is to be welcomed and the return of those who have been separated from Catholic communion is to be facilitated, within the bounds of what the canons and the integrity of the sacraments permit.
