Context: Gregory writes to the people of Milan, addressing some ongoing difficulty in the Milanese church.

Gregory to the people of Milan.

The church of Milan has endured extraordinary difficulties. [Milan had been largely abandoned by its bishop and clergy when the Lombards invaded; the Milanese church operated under constant pressure.] I am aware of this, and I do not write as though the difficulties are simple or the solutions obvious.

What I do ask is that the people of Milan hold to their faith in these hard times and support whatever ecclesiastical leadership is available to them. A church community that perseveres through difficulty is a community that emerges from it stronger.

Do not despise those who are trying to maintain the church's life in circumstances that would defeat lesser people. Give them your support and cooperation.
