Context: Gregory instructs Chrysanthus to seek a bishop for Bevagna and to ordain priests and deacons there.

Gregory to Chrysanthus, bishop.

The church of Bevagna [a small Umbrian town] continues to need a bishop. I direct you to address this: identify a suitable candidate, conduct the necessary investigation of his qualifications, and bring the matter forward for ordination.

At the same time, ordain priests and deacons there as the community's needs require. The people of Bevagna should not be deprived of the basic sacramental ministry while the longer process of episcopal selection is ongoing.

This is a matter of some urgency. A community left too long without proper clergy is a community that begins to drift.
