Context: Gregory grants permission regarding the election of a new bishop after the death of Constantius

The death of Constantius, your bishop, has left a wound in the Church that must be carefully healed. In matters of episcopal succession, we must proceed with both speed and caution — quickly, lest the flock be left without a shepherd; carefully, lest the shepherd chosen prove unworthy of the charge. I therefore grant you permission to proceed with the election, following the canonical norms of this see. Seek a man of prayer, of proven character, free from the stain of simony or ambition. Let the election be made in full assembly of clergy and with appropriate consultation of the faithful. Bring your selection to us for confirmation before any consecration takes place.
