The case of Paulinus, bishop of Tegesis, has been brought to my attention, and I write to you as the provincial primate with jurisdiction to address it. I will not prejudge the outcome — that is your task — but I ask that you proceed with both speed and thoroughness. Accusations against a bishop are always serious, and they must be either proven and corrected or disproven and dismissed. Neither prolonged uncertainty nor hasty judgment serves the church. Gather your co-bishops, examine the evidence, and act according to the canons. Keep me informed at each stage, and do not reach a final determination without notifying this see.
