I wrote to Your Fraternity some time ago directing you to send to Rome those who had made certain allegations, so that their claims could be properly examined here. I have been waiting, but no one has arrived.

This delay must not continue. The matters in question require resolution, and justice delayed is justice denied. Send the parties involved to us promptly, with whatever documentation and witnesses are needed, so that we can hear the case and render a decision.

I also remind Your Fraternity to continue your diligent oversight of the churches in Sicily entrusted to your care. The times demand greater vigilance, not less. Ensure that clergy maintain proper discipline, that the poor are fed, and that the Church's property is well managed. Report to us regularly on conditions in the province.
